Is God the Father of our Lord Jesus Christ, the Father, Jehovah Himself?

Yes. According to the Christian creeds, the Trinity concerns what would be the equivalent of only one of these Gods, even if the concept of a divine Father and a divine Son is rooted in older Judaic Polytheism.

How can you reconcile the image of Heavenly Father in the New Testament and Jehovah in the Old Testament?

I'm not sure they need to be reconciled, if by reconciliation you mean made to say the same things. Scripture is complicated, how you interpret tends to depend on your purpose and tools. Those who compiled a lot of what we call the Old Testament, did so with the view that Jehovah (or YHWH) is the "heavenly Father", who is sometimes described as having a Son, identified with a Logos, Son of Man, the high priest, the King, etc, all at once or differently. Their compilation still has traces of the old myths which is polytheist, with a different God that was heavenly Father. You can simply see it as the complicated history of several traditions. Myths tend to change and morph with time, and that's not necessarily a bad thing. The divine is infinite, and so can express an infinity of different things. The problem is when this history is taken to be a threat to the common narrative that the truth is simply a set of propositions that have always remained the same in the same way. So, no, I don't think a reconciliation is necessary except in the sense that all myths are from Gods and Gods are good, and so we can creatively synthesize as required. The Christian worships YHWH, not necessarily El Elyon (except as an "aspect"), and that's fine.
